If an SEO specialist won’t answer you when asked about what he/she will do in doing the SEO, guarantees, promises, etc., just run away and avoid him/her at all cost.

Reputation is important – you don’t want to partner with an SEO specialist with big lists of sites and search engines to submit your site to, but with unknown reputation.
